Yeah, the problem is BIOS. I realized that after my auto RAM check saw only
2800 (thought that one Memory module is burned, but no: inserting 1Gb instead
of it causes the same effect).

I have exactly the same issue on 32 bit Ubuntu Intrepid Ibex 8.10.
My Samsung R60 - XY01 has Intel Core 2 Duo T5250 and BIOS detects full 4Gb.
I tried compiling kernel with PAE support (4GB and 64GB turned on) from 2.6.27
source.
Now i'm running 2.6.27-7-server, was running 2.6.27-7-generic.

I confirm this bug on Intepid Ibex 8.10.
Tried kernels 2.6.27-7 and 2.6.24-19.
Works only when enabling USB 1.1.
Works with transcend tsonic630 2Gb, but doesn't with kingston data traveler 8Gb.
Flash drive was formatted under WinXP and works fine under Win.
