I can repeatedly and consistently hear it on 5.3.0-46, while it's absent in
5.3.0-45.
I think this is the sign of something quite bad happening. (maybe too much data

Ah, at least for KDE I found a way to solve it.
In systemconfigs => applications appearance => GTK,
change the GTK3 theme from oxygen-gtk (my default settings) to something else.
For instance, Mint-X-blue seems to work.

on linux mint kde 17.3 freshly installed I have the same problem with the
Firefox file dialog:
as soon as I click on a file, it behaves as in the drag-and-drop mode.
I need to drag it back to its original place and click again to stop this.
Of course this is very annoying. No clue how to solve thi
this bug is striking back, here on Mint KDE 18 (based on ubuntu 16.04).
I set mouse speed in the KDE settings, apply => OK

same problem here. I found a temp workaround:
1. slighlty reduce the size of the kde panel to leave a small space on the right
2. use trayer (apt-get install trayer) to place a new icon trayer at the new
space you just created. For me this does the trick:
trayer --edge bottom --align right --tra
this is just a reminder that the problem is still present with the
latest ubuntu kernel 3.16.0-29-generic.
bisecting is not completely obvious to me, so I didn't have the time to look
into it yet.

yellow and red
this is with a brand new dell XPS 13, kubuntu 12.10 fresh install
to be precise: in general scan is ok for the first 2 or 3 images, and then
every other image get the bad stripes
