I tried using localectl to set the local to en_US.UTF-8 before
rebooting, this did not fix the problem.
After rebooting, though, the problem seems to have cleared up.
I don't know if the issue is that the locales were not propely
generated (though I suspect not, becuase I didn't notice any issues

Arvind, this is *not* the same bug. This bug is a problem with every
lightdm greeter package except the gtk greeter failing to start a desktop
session unless the user manually selects a desktop session.

I install using preseed files, and clobber a bit of /etc to configure

Actually, it turns out the problem is that I didn't add a 'resume=path-
to-swap' parameter when booting (either the trusty kernel or the
mainline kernel). Hibernate works if I add the line.
