[Bug 2085705] [NEW] Add package for the Papers app

Public bug reported: Please, add package for the Papers . It's a modern document viewer written in Rust+libadwaita with a modern UI. It's currently available as a flatpak package, but it would be great to be able to install it as a regular package.
