In my case, Caps Lock also has no effect, but strangely, if I "blind type"
"shutdown -h now" it works, so the keyboard is obviously active.
(Note: this is when I pm-suspend from a Ctrl-Alt-F1 terminal, of course.)

- screen backlight comes on.

Can't say for sure, because the boot was right after a "hard reboot" to
recover from the failed resume, and so it's very possible the FS had to
recover.
I can check if it happens in clean boots...
