I have the same problem on precise, but I have to press CTRL+c to continue
booting!
vt-is-UTF8 calls is_in_UTF8_mode from testUTF8.c.
In this function a fscanf tries to read from the tty and this read might block.
I set the mode of the tty to NONBLOCK and this fixes the issue form me.

On your system python-qt3 was not installable, so it was not a luma problem.
python-qt3 was installable until precise and had been replaced by python-qt4 in
quantal.

I can confirm this bug on maverick and found a way to reproduce it.
It only occurs with fglrx and not with ati as graphics driver. (Radeon Mobility
5650)
It only occurs on gnome and not on kde.
After fglrx 2:8.780-0ubuntu2 I tried 8.780 from ati.com with the similar
