Since adding languages via the system settings windows doesn't work
either (cf. respecting bug report) there currently seems to be no way to
add additional languages to kde in kubuntu 20.04

Plymouth seems to be busy with trying to show a "Halt" and also a "Reboot"
screen during shutdown, and in trying to do so preventing the actual shutdown
procedure to succeed. It even continues to do so after forcing the
shutdown/reboot procedure as can be seen in the attach
After the above posted error message the installer was able to leave
some last messages (cf. attachment) in the syslog before finally dying.
