Issue is still present in 9.10. Even with backports turned on.
Basically what I think the problem is, is that Ubuntu is not properly
using the Wifi. Like it is not recognizing the inputs for the antenna
or for some form of booster. signal is 50% less on Ubuntu thant
windows.
