Nvm. It appears the indicator plugin somehow got modified at some point.
I don't recall intentionally doing this.
However, this was fixed by simply removing the existing indicator plugin
from the panel and adding it again.
May require customization based on your tastes.

killed it all
then
startx

go to tty 2 and then back to 1
