There's some race condition now that doesn't give RAID5 (and probably
other types) mdadm adequate time, so it shows up with faulty/degraded
arrays.
Another problem makes boot process ignore the kernel parm
"bootdegraded=true"

2011-07-03 - Another prolonged PEPCO outage (25 miles outside of DC)

Follow-up on identical problem, almost one year later...on another
server that was upgraded to 6.06 LTS. This issue may have been fixed, I
don't know -- still slogging through it on various older servers.

I had similar problem.
I had removed "quiet splash" from the kernel parameters. Re-added those
two using grub and system booted into graphic splash. An error was
reported in that graphic splash, and required S to skip or M to fix
manually. There were three errors, actually, all for missing disk
We had the same problem here today in Washington, DC with a 6.06 server
running root on a 3ware RAID5. Problem did not appear until today's
snowstorm and PEPCO power outage. A month or so ago we ran the usual
apt-get update / apt-get upgrade to keep 6.06 current.
