Some updates:

Second - I managed to get a console this time in mid-failed-suspend, and
dumped the dmesg to the attached logfile. There are a number of kernel
warnings that s2ram is hanging indefinitely.

With no mmc media inserted, the system successfully and swiftly
suspended and resumed from ram three times.

often crashes when it's assigned more than one vcpu. The program

Ok, progress was made today in that I discovered that the mac address
was blocked by my router so the auth timeout was fully my fault.

Some of the devices tested work fine under Gentoo, that is correct.
On the other hand all three devices I tested with, whether reporting
particular failures in the kernel log or not, fails to associate to a
WPA/TKIP AP with wpa_supplicant on Ubuntu in exactly the same way.

As an additional note, reinstalling the kernel data did not solve the
problem for me, I am still stuck with a kernel that doesn't work right.
It may be a separate issue but the system boots this kernel however it
runs at a snails pace.

Just an update on this, I ended up downloading the debian package which
works.

The start-stop-daemon line did not work however, so I just plugged in at
