It does not say they should wait or for how long to wait.
It only says 'something' is locked.
It is not clear to normal users what to do. The user cannot progress. So

Blender 2.8 eoan-universe package in Kubuntu 19.10 the command UI works but
fails to do anything.

It is called natural because if you push your finger on the mouse wheel UP,

I have a new Xubuntu 17.04 install on a new 64bit NUC PC and the problem
of different scroll direction in different apps still persists.
synclient only works if you have synaptics installed apparently.
I have searched and tried other workarounds too without success. The
