I don't have problems frequency scalling at Lucid's default kernel (2.6.32.X).
There it works perfectly (via liveCD).
Linux 2.6.35.X (which is installed default by Maverick) doesn't work due of
ACPI problems.
Therefore this bug is not a duplicate of #706089.

Please post which CPU you have and the contents of the following files -
after trying to scale the frequency:
/sys/devices/system/cpu/cpu0/cpufreq/cpuinfo_cur_freq (normally needs root
privileges to read)
/sys/devices/system/cpu/cpu0/cpufreq/scaling_available_frequencies
/sys/devices/system/cpu/c
The system is generally slower than before. It the content of
cpuinfo_cur_freq seems to be correct.
For me, it sounds like:
Even the driver is broken or cpufreq-selector do nothing (security policies
conflict or bad configuration?).

@40: Which framebuffer you use?
After the update to lucid beta2 vga16fb was set per default. (nvidia driver
195.36.15)
But vga16fb only support low resolutions with 16 colors.
So, I switched over to uvesafb.

It seems that Lucid have chosen vga16fb per default. vga16fb doesn't
support the vga= parameter and ends in broken tty consoles.
So I exchanged vga16fb with vesafb.
I added vga16fb to the blacklist (/etc/modprobe.d/blacklist-framebuffer.conf)
and removed vesafb from it.
Furthermore I added fbco
