Public bug reported:
Ubuntu 11.10 Oneiric Ocelot always uses Reg-Domain „country 00” (World).
A manual change by iw takes no effect.
So I can't use Channel 12 and 13 with some different WiFi Dongles an the
other frequency and bandwith settings are wrong.
Testet with kernel 3.0.0-12-generic and m
Check after reboot
lsmod | egrep 'rt2|rt7'
dmesg | egrep 'rt2500|rt73'
cat /etc/modprobe.d/blacklist.conf | grep rt2500

Why confused? Your Chipset and required driver is rt73usb. Beware of the ID.

rt73usb. Code:

you use a Belkin F5D7050 ID 050d:705a with Ralink rt73-Chipset. Two Modules are
loadet, rt2500usb and rt73usb. Block rt2500usb. You need only rt73usb. Code:
