I partially solved the problem with a script
#!/bin/bash
sudo /etc/init.d/apparmor stop
sudo /etc/init.d/mysql restart
mysql -u root -p

partially because when I work with mySQL I have to stop AppArmor.

mysql fails to start because of multiple apparmor
Solution stay in
Network Manager. Arrgh!

You are in the right way but solution is uncommenting the file /etc/sysctl.conf
in the way you need.
I also had the same problem with NM, then I wrote my personal
/etc/network/interfaces adding some lines then uncommenting /etc/sysctl.conf NM
begin to work not at all there are also some Servers
