The work around to this is to export the updated CIB, modify it for the host
and then:
/etc/init.d/corosync start && cibadmin --replace --xml-file
/path/to/modified.xml

I'll just add that this is also a problem for me on an HP DL380G6 on
10.04 LTS server. Typically I eventually get in after several reboots,
although I'm having trouble on this last go round.
