never appeared when booting the system with a Thunderbolt cable connected.

I haven't actually tested it but using 22.04.4 as a workaround is in
theory possible, because the OEM kernel in that release is an actual OEM
kernel instead of being transitioned to generic-hwe kernel

> Are we expecting another one? There wouldn't usually be one past .5,
and I don't see one listed here.
If there could be a possible release, I wasn't aware of the schedule,
but the fact that certified systems covered by the image being not
installable offline using stock image sounds unfortunate.

If you open a terminal in the installer, it is the live environment
which should have kernel installed. Did you chroot to target
environment?
I found that the kernel will be removed before the installation of the
oem kernel metapackage.
