Have solved my problem by simply rebuilding the apache 2.4.39 from same
sources.

@xnox: I think you are right with mod_ssl; I run apache2 2.4.39 (built from
sources, the above mentioned mod_ssl-patch is probably included here?) on
ubuntu 18.04 and was not aware I had to rebuild it after the ubuntu-update to
OpenSSL 1.1.1; after the rebuild everything seems to be fine!

18.04/Apache2: rejecting client initiated renegotiation due to open
Yesterday (2019-06-24) I updated Ubuntu 18.04 and got OpenSSL 1.1.1; after
that, every GET-request with a client certificate causes a delay > 15sec.
I use the source-download of apache 2.4.39 (the latest version), TLS 1.3 is not
configured.
Because only access to parts of the virtual host should
