For me it seems that the the problem is libkdecore5. After I've upgraded
it, I've noticed that my programs menu has changed - from Bulgarian to
English language. And after that the message "You have the language with
code..." has started to appear every time I've tried to use
Settings>System Settin
On my system there are more localization related files (incl. *.desktop
file) in /usr/share/locale-kdelibs4/.

I can also confirm this bug with at least 3 different aplications
-Phatch, Filezilla, Truecrypt. When this happens, temporary fix is to
change the current gtk theme. This restores the menu until application
is closed. But on the next run the menubar is hidden again.
