This is not unreasonable as these windows are not any longer supposed to
be treated as. If you dislike this behavior, you can change this in the
Window Management section in the GIMP preferences. I would suggest that

The behavior depends on your window manager. At least metacity respects
the utility window hint, and on Windows the behavior has also been fixed
with the latest gtk+ releases. So if you are having problems, then you
should open a bug report against your window manager.

Gimp2.6 still shows tool
Why is this bug report still being kept on gimp? This is clearly
something that can only be addressed in the xsane plug-in and GIMP
provides the necessary hooks for such a fix.

What exactly are you reffering to here? There is no such thing as
"accessibility information" defined in any of the standards for X
windows. So are you talking about the window title, the window role or
the window class? All three are definitely set by GIMP. So I would say

Works correctly for me. If your image does have any channels the size of
your layer, then the combo-box lists them and it is not grayed-out. Does
your image have any channels (saved selections) at all?

more like some third-party plug-in is using the gimp-help-register-
domain call incorrectly. Do you have third-party plug-ins installed?

But that is not what "Save a Copy" is doing. The point is that the image
keeps its name so that subsequent save operations will continue to use
this name.
It appears that this bug report is a misunderstanding. I suggest that it
