Yes, this package was preinstalled on my laptop by Dell. I removed this
package and installed a driver from sources using this instructions:

today-software-update
..we install the prerequitites needed to compile:
sudo apt-ge
dpkg -S /lib/firmware/ar3k/AthrBT_0x3101.dfu
linux-firmware: /lib/firmware/ar3k/AthrBT_0x3101.dfu

Thanks a lot to Michael Zheludkov for the fix, but I want Intellij Idea
hotkeys to work out of the box without any workarounds. Just as they
worked before. When will this be possible in ubuntu?

Upgrade to 13.10 has made my system almost unusable because of this bug.
Hotkeys in non-latin layouts stopped working (especially in Intellij
Idea). Now I have to reinstall everything to revert to 13.04. This is so
discouraging.
