After looking into it more it seems to be user error and not a bug. I
was not an administrator but I had modified it. My apologies for the
mistake.

When restarting after installing updates it wanted root authentication
to log out the multiple users. I clicked cancel on accident and it still
logged all the users out and restarted the computer. I'm running Ubuntu
10.04 and the updates were linux header and image.

As a note, my apologizes but I no longer have the system that I had and
filed this bug with.
