I agree with Mark: this is clearly a bug. I makes kmail essentially
unusable, particularly on a laptop (where nepomuk and friends run down
the battery like crazy).

try to suspend or hibernate under Karmic, the machine never actually
turns off. The machine seems to go through the suspend procedure and the
screen goes black, but the power stays on. At that point, I can do
