After enabling the hwe stack on ubuntu 18.04, perf no longer reports
events
$ perf --version
perf version 5.0.15
$ uname -a
Linux ripper 5.0.0-23-generic #24~18.04.1-Ubuntu SMP Mon Jul 29 16:12:28 UTC
2019 x86_64 x86_64 x86_64 GNU/Linux
Results: perf does not report events
The proposed fix does resolve the issue for me on precise.

IMO, this is a showstopper for LTS upgrade.
