Is there a detailed work around for this?
I tried adding and recompiling ffmpeg worked ok 18.10 but doing the same
after upgrading to 19.04 did not work for me, not sure if I did
something wrong.

My wife's Dell 1420N was working well with Wicd for a couple years .Two
days ago when we had the normal Kubuntu 10.04 updates, it's using wicd-

I had similar results. I then used:
sudo apt-get remove openoffice.org-core
and then update-notifier-kde -d ran for a while until it crashed at some
file not found error..
after removing the lock: /var/dpkg/lock
the system was able to fix itself using
sudo dpkg --configure -a
