Same problem here on a DELL Vostro 1015 laptop with Ubuntu 22.04 LTS installed.
Case looks very similar (I did not try installing Chromium from 3rd party repo,

This is probably solved in all supported releases, as bionic uses
0.5.10-3build1, and 0.5.10 is apparently not affected.
That being said, I am experiencing a similar bug with bionic in a Docker
container, where incrond itself becomes a zombie process (and therefore
stops working).

Actually there is more, as it's shown on this other video. The same
problem happens when “there is a display event”…? Like when my mouse go
over an element, even if I can't click on it.
