I took a snapshot using VirtualBox.
This is Kubuntu 9.10 installation (Ubuntu is slightly different, it
doesn't show the layout).
You can clearly see the keyboard is flipped.
Moreover, the Forward and Back arrows are flipped too (separate bug).

LIST_CONSOLES) is retrieved using inittab.
This causes inability to set consoles font using /etc/kbd/config.
