yep, I'm getting exactly the same bug, most recent Xubuntu. Had it
several weeks at least, maybe since install date. Means I can't download
anything.
However, if I choose to open the file (pdf, or whatever), it downloads
and opens fine. It's only if I choose save as that this problem occurs.

the problem however I open notes: keyboard shortcut or dropdown menu,
