I had this problem on my 12.10 install with an NVIDA GT440 graphics
card. This problem occurred as soon as I enabled the NVIDIA binary
drivers in Additional Drivers. The solution for me was to switch back
to the X.org X server drivers (restart) then to switch back to the
NVIDIA binary drivers. T

I origiginally installed the wrong package from the synaptic, from the
public repositories. This actually fixed the mouse upon hovering over
an element, but the original problem still remained.
I will post results from the kernal-ppa here after the reboot.

I'm not really too sure how to explain this, so I included a screenshot
of what is happening.
When I open the installer, Instead of running under the pre-docked dock
icon, it istead creats it's own, leaving two icons in the launcher.
