Same problem happens to me.
Window doesn't pop when being talked, my responses are always late!
If the conversation window already exists sometimes flashes sometimes not.

Selected Montevideo/Uruguay in the time zone (-3) and sync with default ubuntu
time server and the time was wrong, like 12 hours difference
