The mdadm package comes with two systemd timers that are activated
automatitcally, mdcheck_start.timer and mdcheck_continue.timer. The
corresponding services try to run /usr/share/mdadm/mdcheck which doesn't
exist. The units then fail, and no RAID check is run.

BTW, you usually don't need "--no-caps". I do because I'm running a
third-party kernel for which this is required, and I lazily
copied/pasted from that machine without removing "--no-caps" before
posting here. Sorry.

In recent releases (I don't know exactly when I added this, but at least
for 4.6.0 on up) this is documented in the man page -- at least
indirectly as there's an option to prevent this behaviour: add a '=' in
front of the file name.

Just for information: this is not a bug, it is working as intended. The
mkvtoolnix-gui package just provides mmg and a mkvinfo executable that
has been compiled with GUI support whereas the mkvtoolnix package comes
without dependencies on the wxWidgets libraries.
As for mkvinfo not starting the GU
Please, please package v2.4.0. It fixes tons of bugs and contains just
as many new features. I often get private mails from Ubuntu users
reporting bugs that have been fixed months ago, and packaging the new
mkvtoolnix versions is easy enough.
