Public bug reported:
On focal with -proposed repo enabled. Updated all packages and rebooted.
Upon entering the LUKS passphrase for disk decryption I get the
following message, and cannot boot:
"libgcc_s.so.1 must be installed for pthread_cancel to work"
Booting with the previous kernel works.
Reproducible with Ubuntu 18.04.2 on Windows 10 Pro 1903:

It actually works without "system-observe", but only shows processes
owned by the current user. Just realized "system-observe" enables htop
to show all other processes. I'm fixing that asap. Thanks!
