I can not confirm your workaround, because these packages were not
installed on my machine in the first place.
#apt-get purge geoclue geoclue-ubuntu-geoip
Package 'geoclue' is not installed, so not removed
Package 'geoclue-ubuntu-geoip' is not installed, so not removed
So the problem still persis
I think the problem lies within the geoclue-2.0 package.

I upgraded from a 16.10 Ubuntu GNOME to 17.04 and do also have this bug
now. I have disabled location services in my settings but they show up
