Hello, I fix this problem in my desktop, I use an AMD Processor and I
found that Enabling the option IOMMU, all ports work fine, For those who
have a BIOS with that option try to enable it

970A-D3 motherboard, usb 3.0 working but not usb 2.0, I only have 2 3.0
