I can add some more information but I don't know what it means or
whether its useful so my apologies if it isn't.
I repeated the steps above - reinstalling linux-modules/$(uname -r)
followed by sudo sync. Instead of rebooting though I shut the system
down and mounted the whole drive on another pi
As promised: dmesg saved after reboot.

No problem, probably my fault - I only know enough to be dangerous - not
useful, so I'm just following along word for word learning as a I go.
All the steps up to step 4 (find /lib/modules...) completed as expected
and the find command did list the expected /netfilter directory beneath
