There is something else going wrong with your system here. yphelper
should be doing exactly the same thing as ypwhich and using a
YPPROC_MAPLIST call to the server to enumerate the maps it supports. The
difference is that yphelper can run without being bound to the server
which is important for use

Note that when preparing patches it is better to just remove unused code
rather than leaving it present but commented out.

For most configurations that should work, though NFS generally doesn't
need NIS and so could start in parallel with it.

I was using no desktop effects. Turning on normal desktop effects
appears to make the issue go away as far as I can tell from limited
testing - it's certainly much harder to reproduce if present.

Could you please edit /etc/init.d/nis to record the output of nm-tool
after attempting to start ypbind? This should say what Network Manager
thinks is happening which ought to show if it's a problem there or not.

Redraw
I can confirm that increasing the pre-reserved number of UARTs fixes the
problem. It would obviously be sensible if the kernel were to at least
suggest using this option when it notices the extra UARTs - I'll have a
dig around at some point and see if that helps.
