As far as I know, there are no differences in libusb between versions
tested, it seems that system doesn't offer automatical updates if I
change version of libccid and I haven't changed anything manually for
sure. I attach CCID parse output.

Sorry about messing up the original bug report, I was linked to comment

restore the original status, if we get to some resolution with this bug.

Experimenting with different versions seemed to result 1.4.22-1 to run
properly some times, specifically when run directly after successful run
of 1.4.2-2. Running 1.4.22-1 alone didn't give any successful results in
the beginning.

I confirm that Ubuntu 14.04.4 with neither 1.4.15-1 from official Trusty
repository nor newest version 1.4.22-1 from Xenial repository works with
AU9520 reader. Downgrading to 1.4.2-2 solves the issue for me too.

Probably no. I also had problems with Nanny in Ubuntu Precise, where it
seemed to cause problems turing off the computer (probably connected
with usage of the twisted protocol framework). I haven't had time to
look into it closely though.
https://github.com/openshine/nanny has seen no activity too

It's actually not plain localisation that causes this, but some other
kind of conflict of encodings. It seems to me that this is not the only
place this problem occurs, so maybe it needs some broader knowledge of
lubuntu-software-center code to fix it properly.

For me the fix referred to in comment 49 above didn't work, but the fix
described at http://ubuntuforums.org/showpost.php?p=12118375&postcount=6
did the trick. I tried to apply the referred patch (with small changes)
to latest package source from Precise (0.10.22.3-2ubuntu2).

Just for the record. I have this problem on Ubuntu 12.04 and Tansmission
2.51 too. Trying to set limits to 5kB/s whatever way, globally or per
torrent, it still gets as much bandwidth as it can, that is far above
100kB/s.
