There's no "policykit-kde" package in karmic [1]. If you have one,
remove it, it might be a forgotten package from jaunty.
I have kubuntu and kpackagekit (on policykit-gnome) and I can't
reproduce your issue. Do you have some specific policy in policykit ?

Also, your /var/lib/dpkg/info is corrupted. I suggest you to reinstall
every package which miss its files list file.
This command should do the thing:

Weird, seems you tried to install samba4 on this server. You didn't
install some unstable packages NOT from ubuntu, did you ?
The following command should resolve your issue:
sudo update-alternatives --install /usr/bin/testparm testparm

If not, reinstall samba and sam
Your /usr/bin/testparm is probably dead. Could you send here the result
of the followings:
update-alternatives --display testparm
and:
