Since upgrading to Ubuntu 16.04 the window borders (including all
control elements such as resize etc.) sometimes disappear on seemingly
random windows at seemingly random times.

This is real nuissance in Lucid, since you need 8.3 installed to do
pg_upgradecluster and 8.3 gets uninstalled and unsupported when
upgrading to Lucid. Do I really need to install 8.3 from the sources to
be able to do this, or is there a better way?

Using Ubuntu 9.10 (where the fix seems to be installed), the fix leads
to a new bug:
