Ah your right about the man page. (and http://www.camrdale.org/apt- p2p/install/) I don't know how I missed it before when I tried setting apt-p2p up on the servers at work. I started working the issue after reading that I wasn't the only one not understanding how to setup the system (Bug #308290).
