[Bug 1715378] [NEW] Upgrade from 16.06 to 17.04 was unable to upgrade unity-desktop

Public bug reported: While "Preparing to upgrade" from 16.04 to 17.04, the update manager reported that it could not upgrade unity-desktop. It claimed I had changed /etc/update-manager/release-upgrades. I have not manually altered that file. ProblemType: Bug DistroRelease: Ubuntu 16.04 Package: u
