100% occurence with a Dell Vostro 1710 laptop using Ubuntu 9.04 (Linux
2.6.28-14-generic).
Battery indicates a 0.7% charge.
Does not occur when AC is plug/unplugged under a terminal.
This bug is very annoying because my AC connector is broken and
disconnect from time to time.

Same issue with a Vostro 1710. The keyboard and mouse are locked at
login prompt. It stopped working in Ubuntu 8.10. I thought the problem
would be solved with Ubuntu 9.04 but it was the same. It only worked
once, after the install. It stopped working at the next reboot.
