I can confirm that this is a bug. When setting a compose key, such as
Left Win key, the changes take effect and it works. However, upon
reboot, when going into the dialog again, the box is still checked, yet
the compose key does not work. Un-checking and re-checking the box does
work.

It might help to know what version of gnome you are running. You can get
to this by "System -> About Gnome". Also, is this the save dialog, or
the open dialog, or both.
In gnome 2.20, I know that when you hit the "Type a file name" button it
asks you for the specific location of the filename, not

As much as a do wish Ubuntu has a larger userbase, I cringe when I read
this bug report.
Microsoft having a majority market share is not a bug. This is something
that in no way effects how ubuntu works or functions. If it was anyone
else who filed this "bug" it would have been marked as invalid.
