I've just experienced this bug as well. Ran pkill gnome-panel and the
problem was solved. After I initially tried to press escape, couldn't
do anything with that "Force quit" window - it just got in the way.

I only appear to be affected by this issue if I start synergy to control the
ubuntu system from my windows system. Once started, the local keyboard and
remote keyboard both experience this issue. It continues even after synergy is
stopped.
