preseeding with that kernel fails which makes the boot slower.
[ Test Plan ]
* build image with livecd-rootfs
* register image on cloud
* boot image
* check that "snap debug seeding" output
Jammy image built with change and instance was launched in AWS. Test
passed as below.
$ sudo snap debug seeding

image-preseeding: 10.273s
seed-completion: 11.422s
