Experiences same problem on IBM Thinkpad. The 7.04 Beta was okay, but
after upgrading with the latest updates the issue arrived.

I must admit that I used the username "admin" as the first user, and
wasn't aware of the group named "admin". Check your proposal out, and
found that it did the trick.
It would too have been nice, if the error in the notice box could have
stated something like

Maybe this is normal behavior for kubuntu, but not for KDE in general on
other distributions. Don't know if this is intended on kubuntu, but i
still think it could confuse the users, and make them think that the
button doesn't work
