I did not reboot after step 1, but perhaps I should have. However it did
not prompt me to.

NVIDIA's ppa. This version is not the default for Ubuntu 25.04. I
believe this is causing my issue.

Hello Eric, or anyone else affected,
Accepted cinder into dalmatian-proposed. The package will build now and
be available in the Ubuntu Cloud Archive in a few hours, and then in the
-proposed repository.
Please help us by testing this new package. To enable the -proposed
repository:
sudo add-a
In addition to the regression tests posted above, tests for this
particular feature were tested on package build against a fake IMDS.
