problem persists in kubuntu 7.04 for scribus 1.3.3.9 and scribus-ng
1.3.4 (from debian.scribus.net following
http://wiki.scribus.net/index.php/Getting_Scribus_on_Ubuntu/Kubuntu_up_and_running).
LANG=en LC_ALL=en scribus fixes it.

Confirming on Thinkpad T42 with Feisty Fawn (fresh install) and
2.6.20-15-386: No sound after hibernation or warm restart. Strangely,
the sound works (e.g. in amarok) for less than a second when I un-/in-
plug AC adapter. Cold restart fixes the sound. This was not an issue
under Dapper.
