I can replicate with bpcleary's steps. My svg had a funky character that
looked like a Y. Replaced it with a Y and got on with things.
% inkscape --version

Was installing deluge (torrent program) with apt-get. The downloading
phase had just finished. In another terminal I ran `sudo tasksel`. I
didn't run anything in the tasksel window. Then the apt-get of deluge
failed.

An option in Ubuntu's mouse accessibility panel for locked dragging. Ie, if on,
a click and drag gesture is active until you tap a second time.
Current reality:

There is no such option in 10.04
I have the same problems.
A workaround is to alt+left-mouse-click to drag the window around.
