tested it with firefox 3 under ubuntu hardy.
During scrolling the cpu usage of xorg goes up to 70 % and firefox up to 20%.
Smooth scrolling is disabled.

I have the a similar problem with Hardy.
After resume, both cpu cores are set to performance governor
and full speed.
